It was?
In that case, you could just as well give up right away. Doing something
like that would take years, literally.

The only way that has any possibility of being finished is to use the real
ROM and OS code and replace the hardware (keyboard, mouse, interrupts, disk)
accesses with something that works under GEM.
For direct screen monochrome mode, it's probably possible to use the Mac
code directly, but for colour modes and GEM window output some kind of screen
conversion is needed.
All this is done in ShapeShifter, of course, but we'd still have to convert
the Amiga OS/hardware stuff for the Atari machines.
